# How to Submit an Import Declaration Create and submit UK import declarations with confidence using Tax2Cargo, built on HMRC’s Customs Declaration Service (CDS). ## Overview This guide explains how to: - Create a new UK import declaration - Complete each declaration tab correctly - Add and manage goods items - Submit declarations to HMRC - Track declaration status and outcomes It is designed for importers, SMEs, freight forwarders, and customs agents who need a clear and compliant submission process. ## Creating a New Import Declaration ### Start a New Declaration To begin: 1. From the main screen, select **Add New Declaration** 2. Choose **Import** as the declaration type 3. A new import declaration opens on the first tab ## Declaration Tabs ### Tab 1 - Declaration Basics Define the business scenario for the declaration by completing: - Procedure code - Declaration category - Declaration type - Additional declaration type These fields determine how HMRC processes the declaration. Mandatory fields are clearly highlighted. Select **Save** when complete. ### Tab 2 - Contacts Manage all parties linked to the declaration: - Importer - Exporter - Declarant - Representative - Seller and Buyer You can select existing contacts or create new ones. Previously saved contact details are automatically populated. **Contact Management Options:** - Edit and save as new - Update existing records - Use **Clear** to remove a contact from the declaration only ### Tab 3 - Shipping and Goods Location Provide shipping information, including: - Delivery terms - Location of goods Existing locations can be reused, or new ones added—useful when importing from multiple countries. ### Tab 4 - Transport Information Enter transport-related details such as: - Mode of transport - Associated transport information All mandatory transport fields must be completed before proceeding. ## Goods Items ### Items Tab - Goods Item Overview Add individual goods items to the declaration: - Select **Add New** to create an item - Rename or delete items as required - Each item opens its own set of tabs ### Item Tab 1 - Item Basics and Accounting Link the item to the declaration. Available fields depend on the business scenario selected earlier. You can also configure **postponed accounting** in the Writing Off section. ### Item Tab 2 - Origin, Destination, and Weight Provide details required for duty and tax assessment: - Country of origin - Destination - Item dimensions - Weight ### Item Tab 3 - Parties and Fiscal References Define transaction parties, including: - Buyer - Seller - Exporter - Fiscal reference identifiers ### Item Tab 4 - TARIC and Commodity Codes Enter: - TARIC codes - Commodity codes These determine goods classification and applicable taxes. ### Item Tab 5 - Valuation and Customs Value Specify valuation details such as: - Declared customs value - Valuation method - Item price components ### Item Tab 6 - Taxes and Statistical Values Complete tax calculation information, including: - Tax type - Tax base - Statistical values ## Saving, Submitting, and Tracking Status ### Save and Submit - Always select **Save** after making changes - Saved declarations are stored in Tax2Cargo but not submitted ### Track Declaration Status Declaration status appears on the homepage under **Declarations in Queue**.
